Shall carry out the duties assigned to him by the VTO, and all work is carried

out in accordance with the provisions of the act and of the regulations and

orders made thereunder. In the absence of the VTO, he shall have the same

responsibility, discharge the same duties and be subject to the same liabilities

as the VTO.
