Under the Progressive Wage Model administered by MOM, entry-level cleaners must receive at least S$2,000 gross per month as of 1 May 2025, applicable in 2026. This includes basic salary and fixed allowances but excludes variable payments like overtime. Cleaning supervisors at the next level start at S$2,500 per month.

Foreign workers in cleaning require a Work Permit, with employers paying a monthly levy of S$500 for Malaysians and S$800 for other nationalities like Indians or Bangladeshis as of 2026. The sector quota limits foreigners to 35% of the workforce. Maximum age for new Work Permits is 60 years.

No prior experience or minimum education is required for entry-level cleaning roles. Work Permit holders must complete 6 hours of cleaning training and 9 hours of Workplace Safety and Health training within 14 days of permit issuance. Employers provide this training at approved centres.

Employers apply via MOM's WP Online portal with the worker's passport details, recent photo, medical examination report, and employment contract. Processing takes up to 3 weeks, resulting in an In-Principle Approval letter for entry. Workers then complete medical screening and fingerprinting in Singapore.
