Under the Progressive Wage Model for the manufacturing sector, entry-level packing and production workers must be paid at least S$1,600 per month as of 2026. This applies to Singapore citizens and permanent residents employed by PWM-covered employers. Overtime is payable at 1.5 times the hourly basic rate for hours exceeding 44 per week.

Foreign workers need a Work Permit for packing jobs in the manufacturing sector, available to nationals from approved source countries like Malaysia, China, and North Asian states. The maximum quota for Work Permit holders is 65% of the total workforce, with permits issued for up to 2 years and renewable. First-time workers get an initial validity of 14 months.

No formal education or prior work experience is required for entry-level packing jobs for Singapore citizens, PRs, or Work Permit holders. Foreign applicants must be between 18 and 50 years old (extendable to 60 for Malaysians) and pass a medical examination. Singaporeans must be at least 16 years old.

Employers must submit the worker's valid passport or travel document, a non-refundable S$105 application fee, proof of medical insurance covering S$15,000 for the permit period, and medical exam results if required. Applications are made via the WP Online system and typically approved within 1 working week if complete. Levy payments start from S$450 per month depending on tier.
