As per the Ministry of Manpower, the minimum qualifying monthly salary for foreign plumbers under Work Permit in the construction sector is SGD 1,700 for workers below 60 years old as of 1 January 2026. Salaries must increase by SGD 100 for every year above 60. This ensures fair wages and compliance with sector rules.

Foreign plumbers from India typically qualify for a Work Permit (WP) if semi-skilled, requiring employer sponsorship and a quota allocation. The WP is valid for up to 2 years renewable, with a levy of SGD 650/month for basic skilled workers as of 2026. S Pass is possible for experienced plumbers earning at least SGD 3,300 monthly.

To register as a Licensed Plumber with PUB, applicants need a Nitec in Plumbing and Pipefitting or equivalent, plus at least 2 years of relevant experience, and must pass the Licensed Plumber Qualifying Examination. Alternatively, 4 years of practical experience without formal certification qualifies. Licenses are renewed every 3 years with 18 CPD hours.

Employers must submit the WP Online application via WP Online system with the candidate's passport details, medical insurance proof (SGD 15,000 coverage), and security bond of SGD 5,000. Applicants provide passport biodata page, work pass holder declaration form, and medical exam report within 2 weeks of arrival. Processing takes 3-5 weeks.
