Under the Progressive Wage Model, the minimum monthly salary for entry-level restaurant service crew (less than 6 months experience) is S$1,900 as of 1 January 2026. Salaries must progress to S$2,400 by 2028 for the same level. This applies to all F&B establishments with 10 or more employees.

Foreign workers from approved source countries can obtain a Work Permit for F&B roles like waiters or cooks, with employers paying a monthly levy of S$450 for workers aged below 45 as of 2026. Dependency ratio quota is maximum 35% foreign workers for restaurants. Malaysians qualify under relaxed rules without quota limits.

No formal education or prior experience is required for entry-level kitchen assistants; employers provide on-the-job training under the Progressive Wage Model. Applicants must be at least 16 years old for Singapore citizens/PRs. Higher roles like cooks require WSQ certifications after hiring.

Employers apply via MOM's WP Online portal with your passport copy, colour photo, medical insurance proof, and signed employment contract stating at least S$1,400 monthly salary. Medical examination results from MOM-approved clinic are required within 2 days of application. Approval takes up to 3 weeks for F&B sector.
